Biography

Roman Opimakh manages the Ukrainian Geological Survey.

Mr. Opimakh has over 15 years of experience in the public sector, working on strategic development and efficiency of processes in the extractive industries, including oil&gas sector.

From 2016 to 2019 Mr. Opimakh was the Executive Director of the Association of Gas Producing Companies of Ukraine. Over the years, the Association has developed a sustainable dialogue with the authorities and implemented the world's best regulatory practices in the upstream sector, including such areas as fiscal policy, permitting system and procedures of subsoil access. In particular, more than 20 bills and governmental acts have been developed and adopted, more than 30 projects have been implemented to support the development of the O&G and extractive industries. Also, international oil and gas auctions and competitions have been held. Ukraine has been included into the Baker Hughes Rig Count.

Prior to joining the Association, Roman Opimakh was an advisor for the O&G sector to the Minister of Energy and Coal Industry of Ukraine. He also headed an oil and gas department at the Coordination Center for Relations with the Cabinet of Ministers of Ukraine.

From 2011 to 2014 he worked as a coordinator of the upstream reform at the Coordination Center for Economic Reforms, where he was responsible for adaptation of the EU legal base into Ukraine’s domestic energy legislation, including the implementation of Ukraine's obligations under the Association Agreement on gas liberalization market. Roman Opimakh was also involved into the development of the national project of the LNG-terminal and the update of the Energy Strategy of Ukraine until 2030.

He coordinated and participated in the implementation of various energy projects, which included representatives of international companies and organizations such as IHS, McKinsey, IMF, EBRD, World bank, U.S. Department of State, Energy Community Secretariat.

Mr.Opimakh graduated from Institute of International Relations of Taras Shevchenko National University of Kyiv with a Master's degree. Later, he accomplished H. Humphrey Fellowship Program in Public Policy and Management at Michigan State University and completed his professional affiliation with the Center for Energy Studies at the Louisiana State University.
