
The official screening of Ukrainian legislation for compliance with EU law is ongoing. From 16 to 20 June in Brussels, bilateral meetings are being held with representatives of the European Commission as part of the screening of Ukraine’s legislation under Chapter 27: “Environment, Climate Change, and Civil Protection.”
The Director General of the Ukrainian Geological Survey (UGS), Oleh Hotsynets, participated online, informing the European Commission about the implementation of EU legislation in the management of groundwater resources. He noted that the key Directive 2006/118/EC has been partially implemented into national law, including Articles 1–4 and Annexes II and IV. Some provisions are already integrated into subordinate legislation.
Chapter 27 covers more than 200 EU legal acts, requiring extensive cross-sectoral adaptation. Within the competence of the UGS, the following documents are particularly relevant:
- Directive 2006/118/EC of the European Parliament and Council of 12 December 2006 on the protection of groundwater against pollution and deterioration (as amended by Directive 2014/80/EU of 20 June 2014);
- COM/2022/540 final — Proposal for a Directive of the European Parliament and Council amending Directive 2000/60/EC establishing a framework for Community action in the field of water policy, Directive 2006/118/EC on groundwater protection, and Directive 2008/105/EC on environmental quality standards in the field of water policy.
During the dialogue with European partners, Ukrainian experts receive important recommendations and expert assessments, which will be taken into account in further work. Ukraine continues to advance on its path of European integration, demonstrating political will and the capacity to meet its commitments even under martial law.
